On June 20, the opening ceremony and academic seminar of “Offshore Oil and Gas Production Safety Engineering” of Overseas Expertise Introduction Centre for Discipline Innovation (111 Plan) was held in China University of Petroleum (Beijing). Yi Fanping, Deputy Director of Department of Cultural and Educational Experts of State Administration of Foreign Experts Affairs, President Zhang Laibin and Vice-President Li Gensheng of China University of Petroleum (Beijing), Academicians Fan Weicheng, Huang Weihe, Zhou Shouwei, Cai Meifeng, Li Yang and Wuqiang of Chinese Academy of Engineering and more than 300 representatives from petroleum enterprises, first tier universities attended the start-up meeting. This meeting was hosted by Li Zhenlin, Dean of College of Mechanical and Transportation Engineering of CUPB.
Zhang Laibin, Li Gensheng, Fan Weicheng and Zhou Shouwei jointly unveiled the nameplate of "111 Base" for “Offshore Oil and Gas Production Safety Engineering”. Zhang Laibin issued “Certificates of 111 Overseas Expertise Introduction” for eight international experts.
Yi Fanping emphasized the importance of “111 Plan” to the construction of high-level research teams, getting scientific research achievements with international influence, and promoting the process of building world-class universities for China's higher education.
Zhang Laibin introduced the project implementation plan from aspects of project background, key scientific issues, research content, expected objectives, overall research plan, research team and existing international cooperation.
Li Gensheng delivered a speech on behalf of CUPB, and he emphasized that the safety issue of offshore oil and gas production and equipment is an important direction to ensure China's offshore oil and gas exploitation and a key breakthrough in the field of national energy security.
Professor Panagiota Angeli from University College London, UK, as a representative of international intelligence experts, expressed the hope of maintaining in-depth exchanges and cooperation with CUPB in the project research, and striving to promote the application of the research results to the field of deep-sea flow security.
During the meeting, Experts from China, the United Kingdom, Canada, Brazil and Australia made 11 special reports, which comprehensively introduced the current situation and development prospects of public security, energy security, marine oil and gas production safety and basic research and technology application on related subjects.
The “Offshore Oil and Gas Production Safety Engineering” project relies on China University of Petroleum (Beijing) and unites 11 offshore oil and gas research teams from the United Kingdom, the United States, Brazil, Russia, Denmark, Norway, Australia and other countries. Closely focusing on major safety issues in the development and production of offshore oil and gas resources in China and the rest of world, this project is committed to promoting research progresses of China offshore oil and gas safety, driving the output of related offshore oil and gas safety assurance technologies, and generating a series of relevant standards, software, technical regulations. It will strengthen the construction of an integrated platform for offshore oil and gas safety and security, enhance China’s independent innovation capability in safety technology of offshore oil and gas production and equipment systems, and provide a strong intellectual basis and supporting conditions for the “Double First-Rate” construction of CUPB.
The opening ceremony was hosted by China University of Petroleum (Beijing) and organized by International Office, Science and Technology Department and College of Mechanical and Transportation Engineering. The convening of the meeting marked the formal initiation of the project.
