一、基本介绍

段梦兰,湖南新化人,中国石油大学(北京)二级教授,安全与海洋工程学院院长、海洋工程研究院院长,CNOOC-CUP海洋能源工程技术联合研究院常务副院长。

Member of the EU Academy of Sciences,国际船舶与海洋结构大会(ISSC)水下技术委员会首任主席,国际水下技术学会(SUT)中国分会创始主席,第28届国际水运、造船与海洋结构物大会“2020 SOBENA Award of Excellence”、“2012 Fellowship Award of Society for Underwater Technology”,中国力学学会理事、第四届产学研工作委员会主任委员,中国数字仿真联盟副理事长。首批国家重点研发计划“基于深水功能舱的全智能新一代水下系统关键技术研究”项目负责人。国家油气重大专项接续战略研究及面向2035国家油气科技规划编写组专家;海洋领域面向2035年国家中长期科技规划战略研究海洋油气资源开发专家组成员;上海市“海洋技术发展”领域科技中长期“十四五”规划研究战略咨询专家组成员、广东省科技咨询专家。牵头组建“中巴深海技术联合研究院”和“CNOOC-CUP海洋能源工程技术联合研究院”,将中国石油大学(北京)在Marine/Ocean Engineering学科领域的全球排名跻身到第19位(其中TOP期刊论文数排名第8位,2019年排名),在中国高校从零打造了一支以“海洋工程结构与装备”双一流学科团队为主的全新的海洋工程研究队伍。

1966年2月生,1987年7月毕业于江汉石油学院石油钻井工程专业,1990年3月和1993年7月在石油大学研究生院获石油矿场机械工程硕士学位和石油天然气机械工程博士学位,1993年8月-1995年8月在中国科学院力学研究所从事固体力学博士后研究工作,1995年9月-2006年6月在中国船级社(原国家船舶检验局)工作达11年之久,其中1997年3月-1998年4月应邀在美国University of Rochester进行高级访问和博士后研究,2002-2006年担任中国船级社工业总公司总工程师。2006年6月至今在中国石油大学(北京)从事海洋工程的研究和教学工作,已毕业博士生43人、硕士生150多人、出站博士后12人,毕业学生全部入职央企、国企、政府、高校、国际著名跨国公司或出国留学,其中100多学生在北京工作。

兼任“湖北省楚天学者计划”特聘教授、山东省“泰山产业领军人才”,复旦大学和大连理工大学的博士生导师,巴西深海石油研究基地Federal University of Rio de Janeiro客座教授,并担任国外期刊“Development and Application of Oceanic Engineering”主编和“Frontier in Fossil Fuel Engineering”创始主编、“Maritime Systems and Ocean Technology”副主编、“International Journal of Naval Architecture and Ocean Engineering”、“Ships and Offshore Structures”、“Ocean Systems Engineering”、“Proc. IMechE. Part M: Journal of Engineering for the Maritime Environment”、“ThermalEnergy and Power Engineering”、“Advances in Energy”、“JournalofCivilEngineeringandArchitecture”、“Journal of Geological Resource and Engineering”、“The Open Civil Engineering Journal”、“JournalofShippingandOceanEngineering”和“International Journal of Energy Engineering”编委、以及国内“China Ocean Engineering”、“Petroleum Exploration and Development ”和“PetroleumScience”等19家学术期刊的编委。是Annual International SUT Technical Conference(已成功举办9届)和China-Brasil Deepwater Forum的发起人及组织者、«中国大百科全书石油与天然气工程卷»“海洋油气工程分卷”主编、Springer百科全书系列«the Encyclopedia of Ocean Engineering»“SubseaEngineering”和“Subsea Pipelines and Risers”分卷主编。

1999年被中华人民共和国交通部聘任为成绩优异的高级工程师(正高级职称),和中国海油一起创造了我国海洋石油开发历史上的众多第一(首座冰区独腿平台、首个海上单点风电、首艘深水铺管船、首次组块浮拖、首个整体外挂导管架平台、首个深水打桩导向装置、首个超大型桩靴及高效冲桩系统、首条抗屈曲双层海底管道,等等),率领“海洋工程结构与装备”双一流学科团队在中国率先开始了水下采油树、管汇、跨接管、管线/管汇终端、连接器、分离器、阀门、湿式电接头等水下关键装备的研制,长期从事海洋石油工程、深水水下工程、结构和材料的疲劳断裂与损伤理论、结构稳定性、随机振动及工程减振、海冰工程力学、风险与可靠性等领域的研究工作。先后承担完成180多个海洋石油工程的研究项目,包括国家重点研发计划项目、国家自然科学基金、973项目子课题、863重点项目、国家科技重大专项、发改委和工信部及海洋局海洋装备重大项目等40多个国家项目,发表学术论文400多篇,其中SCI检索期刊论文124篇(h-index为19)、EI检索200多篇,获专利100多项(发明专利57项),有16个项目分别获国家科技进步二等奖、中国石油石化联合会科技进步奖一等奖、中国海洋科学技术一等奖、中国航海学会科学技术进步奖一等奖、中国发明创业成果奖一等奖、教育部自然科学二等奖、教育部和山东省科技进步二等奖等。自1995年以来曾多次应邀出国讲学(美国、加拿大、巴西、日本、韩国)、主持国际学术会议20多次,曾获“全国交通青年科技英才”、“中央国家机关优秀(杰出)青年”、“全国交通系统青年岗位能手”等荣誉称号。
