The third session of the 13th National People's Congress (NPC) and the third session of the 13th national committee of the Chinese People's Political Consultative Conference (CPPCC) will open in Beijing on May 22 and 21, respectively, according to the official weibo account of the Capital Public Security Bureau. In order to ensure The smooth and safe progress of the NPC and CPPCC in accordance with the requirements, since May 20, 2020 to May 28, 2020 in the administrative area of Beijing, in the height range from the ground to infinity, a temporary air restricted area shall be established. It is prohibited for any unit, organization or individual to carry out any sports, entertainment or advertising flight activities or to launch balloons. Other flight activities may be carried out only after the approval from the military and civil aviation air control departments.


"Low, slow and small" aircraft refers to the aircraft flying at an altitude of less than 1,000 meters, flying at a speed of less than 200 kilometers per hour and with a radar reflecting area of less than 2 square meters. It mainly includes 12 categories of light and ultra-light aircraft (including light and ultra-light helicopters), gliders, delta-wings, dynamic delta-wings, manned balloons (hot-air balloons), airships, paragliders, dynamic paragliders, unmanned aerial vehicles, aerial models, unmanned free balloons and tethered balloons.

According to the circular on the prohibition of the production and sale of discharge of Kongming Lanterns in Beijing issued in 2014, the production, sale and discharge of Kongming Lantern are prohibited in the administrative areas of Beijing. Units and individuals that illegally produce, sell or set off Kongming Lanterns may be investigated and dealt with by relevant departments according to law. If the circumstances are serious enough to constitute a crime, criminal responsibility shall be investigated and dealt with according to the law.
